Title: Not only restoration but also recovery in the East Japan disaster.

Tonight I would like to talk about “not only restoration but also recovery in the East Japan disaster”.
East Japan disaster on March 11 was Large disaster, that was Magnitude 9 earthquake, Catastrophic Tsunami and an ensuing crisis at Fukushima nuclear power plant for the first time in the history of mankind.
When large damage including a lot of lives was really sad, on the other hand Japanese virtue was demonstrated, too.
It was that the crime in the devastated area didn't happen.
It was the same in the Great Hanshin Earthquake in 1995.
Japan can boast to the world about Japanese ethical height.
However, it is really worst that the command and the adjustment of the government governing body is incapable.
About the large scale undertaking of the recovery of the East Japan disaster,
to achieve the results, what should the government and the related organization do?
I want to consider about the following three points together.
The first point:
The recovery is not only restoration of restoring the destroyed building.
In case of the Great Hanshin Earthquake in 1995,
when they have restored the destroyed Kobe port to the state before the earthquake,
the harbors equipments had already become equipment inferior compared with Inchon and Shanghai that the vessel can approach.
Thus, new social infrastructure maintenance that foresees the future is also necessary.
The second point:
We must not forget that having been destroyed by the earthquake and the tsunami was not only the building but also the lost local person's connection and social network.
To make an economical base that can be independent after it recovered, the local people such as victims are employed to the reconstruction efforts.
It will become a trigger for restructure of a human network through the occupation.
The third point:
A large-scale increasing public spending is necessary to support these reconstruction efforts.
It is said that the total damage of this earthquake disater is about 20 trillion yen. It is about a quarter of the national budgets.
So-called financial finance is necessary to cover the full amount, and the funding that uses the monetary policy is necessary.
The government should think about the Nihon-Ginko undertaking of the government bond.
Enormous amount of reconstruction money cannot be immediately procured by the tax increase.
Moreover, the tax increase is counterproductive, because consumption is controlled, and it depraves business.
However, the consumption tax increase might be unavoidable under the present situation as one of the measures.
It hangs to the governability of Japan to recover the earthquake disaster promptly.
At the Great Hanshin Earthquake in 1995, the Prime Minister was Tomiichi Murayama of Social Party.
It was the coalition cabinet of Liberal-Democratic Party ,Social Party and Sakigake Party.
And, the experienced Liberal-Democratic Party of the political power and the native substantially moved the policy.
The politician should stop trivial political strife for a while.
Japan is depending on whether the system of the recovery to exceed the political party can be established.
If it cannot be done, as for Japanese economy, it will be really meltdown.
